Traffic Management for Events

As an event organiser, you will know all about how to run your event well, send your customers home happy, and hopefully make a tidy profit for your company or for a good cause. However, if your event is designed to attract a lot of people coming by car, it will have a major impact on the local road network. Even if most visitors come on foot or by cycle, they will need to cross roads at some point and this will still have an impact on traffic.


The local authority (Council) will be the licensing authority which ultimately decides whether your event can go ahead, or not. It is very likely they will want to see how you plan to deal with the traffic and road safety issues generated. In most cases they will ask you to provide them with a Traffic Management (TM) Plan.


A Traffic Management Plan can be as large or small as the event itself, however for large events it will be a significant and complex document. It will include all road closures, parking suspensions, diversionary routes and signage, temporary crossings, car parks, coach drop off points etc, along with access arrangements for emergency vehicles and contingencies for possible incidents. Any requirements to close roads, suspend parking, or otherwise change the legal status of a road (e.g making a one-way road temporarily two-way, or vice versa), will require the making of a Temporary Traffic Regulation Order (TTRO). Only the local authority has the power to make a TTRO, so the authors of the TM Plan will need to liaise with the Council months before the event to get the ball rolling.
