Street Decluttering
The Public Highway constitutes the whole road, including pavements, and/or verges, between the private properties either side. It is the sole responsibility of the local Highway Authority, which, unless the road is a Trunk Road, will be the local County Council or Unitary Council. Sometimes, however, it is hard to believe that one single body is responsible for the cluttered mess of street furniture, which appears completely unplanned, and makes an eyesore of so many of our urban streets.
The truth is, of course, that many different divisions of the same Council have control over different elements of the street furniture, and they don't necessarily talk to each other. There are traffic signs (Traffic Dept.) parking signs (Parking) street lights (Lighting), litter bins (Waste), hanging baskets on poles (Parks) and the list goes on: cycle stands, bollards, planters, benches, guardrails....and in amongst that lot will be several examples of redundant furniture which needn't be there at all. What the Councils generally do not possess is someone to look at the picture globally, and decide how to fit the mass of furniture into a street in a tidy, efficient, and aesthetically more acceptable manner.
